Absolutely Delmer, it should have been expected. Which, in part is why we are lagging the world. Our wonder blunders in Ottawa bet the farm on Cansino, and when that fell apart. Scrambled to get stuff. It was August before they tried to secure anything else. Had actually swept the deal falling apart under the rug for months.....Also worth noting, countries far less wealthy than Canada, who likewise cannot source at home. Are way ahead of us. Maybe their leaders had the brain power to anticipate some procurement problems?
