$1K might not be a bad price depending on what type and options it has. My daughter uses one for her real estate business to aerial survey rural and commercial property that has photographic measuring and GPS equipment. She spent a lot more than $1K for it.
Make sure he knows all the rules, they added alot of them a few years back
It won't be used anywhere near cities. he wants to it do video's of the areas he hikes.
So to get a decent one minimum 1K
I had one. Mainly used it for fun and a little photography.

$1,000 should enable him to get a decent, basic model. Tell him to look at some of the DJI phantoms.
A real estate agent used a drone to advertise the property adjacent to ours. Some of the aerial shots were obviously taken over our land and suggested a large portion of our property was included in the sale. I contacted the agent and politely requested certain pictures be removed from their site. To her credit she apologized and removed the photos.
@Mosquito: The Mosquito...awesome plane! not to change the topic, but I got to see the Avro Lancaster takeoff/ land in Hamilton. Its one of only two flight-capable Lancasters in the world.
