That was the work of Kati Telford (the Village Idiots surrogate brain) . She has said on numerous occasions that her office ( the PMO) will plant information on social media to test the waters.

Yes I think a lot of governments "leak" things to test the waters. In this case there was no real push back to the leaked email because it was so far out there that not even the skeptics considered this to be in the realm of possibility.
