Well she complains about taking resources of already busy police officers to enforce/police the buy back program me. If the owners being all "law abiding folks" as she indicates, this should take no time at all. In fact being so law abiding they could probably just notify the police when to pick them up, job done. The smuggling of guns from Mexico by train to Canada, the Police still need to have reasonable grounds to interdict those guns on persons and intelligence if they are stored elsewhere. Smuggling by land, sea and air is a long standing problem which has never been solved by any strip of government.
