I think the new regulations on baitfish is stupid and unrealistic. A bunch of bureaucrats that have no idea how the real world works. I wonder how stuff like this gets approved.
After looking at these regulations I agree with you that they are badly written legislation that makes life more difficult for law abiding anglers, this Principal residence definition is basically a catch all definition and does not take into consideration many, many retired folks and others who live more than half the year up north but maintain a residence in the City. It looks like another tax, cash grab by government which violates the spirit of the law.
I hope the OFAH are looking closely at this provisions in this law and lobby for some common sense amendments. One could be that you have a principle resident address AND a seasonal address listed on your Ontario Out Doors Card.

The whole thing is a disaster in the making as far as enforcement goes? Billy Bob's son Gilly lives down south. Gilly travels up north for the annual family fishing/camping trip. So Billy and Gilly have to use separate minnow buckets while fishing in the same boat. Not a real problem, but when Willy the C.O. show's up, Gilly better have that receipt on him and better be able to identify his minnows, in his bucket, from those of Billy's? How would Willy be able to differentiate Billy's trapped minnows from Gilly's purchased minnows? The whole thing is silly!
LOL Gilly capture's a few minnows from a trap on an outlet from the Lake he fishes on and use's those to fish on the lake, now somehow he is suddenly possibly spreading invasive species around after 30 years.
To guarantee that does not happen he must now pay a licensed bait provider for his bait. That person may or may nor know how to identify one baitfish from another (is there a test for these folks before they get a license on bait fish identification?
