You do not need a licence to beach fish, but the beaches around the hotels will be full of swimmers during the day. If you go off hotel property be aware the locals are very poor, its not bad like Haiti, but you will be approached by panhandlers. The locals use a fishing line wrapped in a tin can with a rock in it, when the can rattles they pull it in by hand. For giving tips I take western fishing supplies, line, hooks, lures etc that they cannot get there, the currency is all regulated so material goods seem to get better results.
As marker said bring some extra supplies for the locals. They will appreciate it more than you can believe.
Depending on the area of Cuba you're planning to stay/fish, I would recommend you posting this up on TA in the appropriate forum. You'll get tons of answers and suggestions.
I can tell you from first hand experience that Veradaro has a few angling opportunities near the south end along the channel (Laguna del Paso Malo) in front of Kiki's Club and runs west to Hotel Roc Veradaro. Like others have suggested, bring some extra terminal tackle (hooks, weights, line - especially line!) and the locals will treat you like family. If you show up wit flourocarbon or Trilene XT (they're familiar with these lines) you may even get invited to their home for diner. Good luck.
