Could someone point me to any info about the "200m regulations" mentioned?
This is nothing new. Most of the communities in the Golden Horseshoe have claimed 300M jurisdictionn out into Lake Ontario restricting hunting off shore. I'm familiar with the Regional Municipality of Clarington in Durham Region. Specific definitions exist for Bowmanville,Newcastle and Newtonville. The only exemption is Darlington Provincial Park where duck blinds have been constructed and are assigned to hunters on first come-first serve daily basis. I believe the Town of Port Perry also have no discharge bylaws on parts of Lake Scugog within town limits.
Sounds like you have a couple of worry warts that don't know what they're talking about talking with a town council that also doesn't know what they're talking about. It is true that towns, cities, etc. can own and have jurisdiction on the property out in to a body of water and can enact by-laws on such.
Spoke with Blake (delta waterfowl rep for Ontario), apparently they were well ahead of the game on this one. Nothing is happening with it currently, but they are prepared if/when it comes back to light.
