No clue on how to delete/upload stuff on your account but as far as posting pics go i use a third party hosting site (Flickr in my case) and never upload directly. Lets me hot link basically an unlimited number of hi-res full size pics with no issues. If you want more info on how to do that either respond here or shoot me a pm.
So first step is to set up an account with a third party photo hosting service. I use Flickr as it is free and provides enough free storage to more then meet my requirements. URL is www.flickr.com
Once that is done you upload pics to your account using the icon on top right of site page. These steps are based on the assumption you are using a PC and not a phone. It can also be done with a phone as far as i know but i think the phone app is a little different and i am not familiar with it.
Once your pics are uploaded you go to your photostream. Done by clicking "you" on top left and selecting photostream. Once on your stream click any photo you want to post. It will then enlarge that picture and on the bottom right you click share. A box will open - select BBCode. Copy the URL string. Then paste that string into your post and the photo will be displayed full size in your post and will never take up any of your storage on this site.
Image uploads are capped at a certain size, so we don't get too carried away with storage.
That being said, as Species8472 said: Flickr works great.
There are other options outside of Flickr, such as Imgr. They all do a great job. Alternatively you can also use Google Drive as well as Dropbox to share links to images if you wish.
Sometimes even if you haven't reached the limit, the system might act up. You could try refreshing your browser, clearing the cache, or looking for a section like “Manage Photos” where you can delete old pictures to free up space. If that doesn’t work, reaching out to support might be the next best step.
