Not that I am aware of.
And it is illegal to off-season train your dogs on wild deer.
Which makes training deer dogs a bit difficult.

My mistake, I'll put it back.
Allowing dogs to "chase" deer outside of deer season is illegal. It is considered hunting, whether you have a gun or not. I'm sure the definition is in the regs somewhere, something along the lines of "chasing, stalking, pursuing whether or not you have a means to harvest the animal are all considered hunting". I'm sure they have a nicer definition but you get the jist of it.
It comes under the "dogs running at large harassing wildlife" and gives a CO the authority to shoot your dog on the spot...although I really doubt a CO would go to that length. IIRC, the fine is about $500 though - they handed out a few of those to farm dog owners west of Ottawa a few years back.
However you can train recovery tracking in the off season.
