In regards to using the crown policy atlas, when you look click on an area for info and it says general use, does that mean u can hunt and target practice?

For the most part, yes.
Township bylaws may come into effect too, though.
As a general rule south of Muskoka I'd worry about township bylaws . Starting there they relax considerably.
Once you've found an area of interest (general use/enhanced management/conservation) use the "find information" tool, click on the area, then on the left hand side some information will pop up - click the blue "English" link and it will generate the report in a new tab. You can find all permitted uses on that report. As blasted saber has mentioned, be sure to double check the township bylaws
Most Crown land aria you can hunt and shot for target practice but don't forget for safety.
As already mentioned. Check locally for any restrictions.
Several areas once you're North of the Muskokas are pretty ok.
If your intention is to go in and shoot, make sure that you're either permitted for game that's open, or you make sure you have targets, and a set up that indeed looks like you're sport shooting. A CO will scrutinize you pretty heavily to make sure your not shooting at game out of season, or without permit.
