Friend of mine has a Winchester, lever action, 10 ga ..22'' barrel..as far as we can tell it is from the 30's..condition is probably a 7...would it be classified as a restricted firearm..??
He is thinking of selling it..
Any thoughts on this gun would be appreciated

No reason I can see for it to be restricted. Barrel length is ok. I bet it kicks like a mule.

Sounds like an interesting piece, but why would a manual repeating, full-length shotgun be restricted?
Be aware that if it is an 1887 it should be used with shells loaded with black powder only. It was not designed to handle smokeless powder. The 1901 is basically the same gun but beefed up to handle smokeless powder loads. Even then it's best to hand load and keep the loads light. I wouldn't recommend any modern commercially loaded 10ga shell be used.
