Hey all,
I have a quick question about the transition from a Minor's License to PAL that I'm wondering if you could answer. I am 17 atm, and I turn 18 in February, thus I can apply for a PAL. But seeing how long it can take to get a PAL, I am wondering if I can send my info, papers, picture etc BEFORE I legally turn 18 on February 10th, or do I have to send in my papers AFTER I legally turn 18?
I ask this because I want my PAL before the Spring Turkey Hunt.

On turning 18, individuals can apply for a Possession and Acquisition Licence (PAL) by completing and submitting form RCMP 5592. This form can be filled out electronically, then printed and mailed to the Canadian Firearms Program (CFP) with a photo and original signatures. Individuals who cannot download the form from the CFP web site should call 1-800-731-4000 and have one mailed to them.
Since individuals had to pass the Canadian Firearms Safety Course to get their Minors' Licence, they do not have to pass it again to get a PAL for non-restricted firearms. However, if they want to be licensed for restricted firearms, they will have to pass the tests for the Canadian Restricted Firearms Safety Course before applying.
Once individuals have a PAL, they can acquire firearms of their own. Any restricted or prohibited firearms will be registered during the transfer process.

Doesn't say anything about applying a month early. When I was 16 and we had the FAC you could apply before you turned 16 and received it on or near your birthday.

Just remember that this is not a renewal.
Even though you have a minors permit this is not proof that you took the courses and therefore you need to supply a copy of your course information with your application for your new PAL.
They are slow but not that slow, submitted in Feb you should have it in a month unless you are going for restricted, that may take longer.
Just waiting for grandson's PAL. His birthday was Dec 28. We sent his app. in , in Aug. Still not here, so I called and was told it was approved, but would be another 2-3 wks.:madman::confused: Oh, by the way, his minor permit is no longer valid, so his sol for now.
They cannot process the application until his birthday, so it has been approved between Dec 28th and now and you will see it in 2-3 weeks, that is pretty good.Quote:

Yes. You can submit early. Did this exact same thing with my daughter last spring. RCMP said they pre-process the application, so the waiting periods and delays get consumed while you are still a minor and then once you turn 18, the PAL just gets the final internal sign offs and dropped in the mail. I believe she got hers about 10-14 days after her birthday.
The only reason I can think of to explain the delay in the August application is maybe they were swamped due to the hunting season rush. We sent my daughter's app. in mid May. Her birthday is at the end of June.
Good luck. If you send it in February, you should have it by turkey season, though, unless there is a backlog.
On holidays until the 5th, 10-15 business days to get it in the mail, that means 5-10 business days before Canada Post gets ahold of it, sounds like his timing is about the same as your daughters.Quote:

While calling the CFC to have my son's "adult accompaniment" cond'n removed last fall, I asked the person about applying for his PAL(he turns 18 in July '15). She told me to send in the application 3-4months early. Like other posters have said, there is some stuff they can do before the 18th birthday that will speed things up. Final approval can only be done upon reaching applicants 18th birthday.
