Search for more info Gordoo as there have been a few recent threads regarding this with plenty of info.
A search here should also bring up some info because this does come up on a regular basis.
For starting out I'd suggest that you spend the bulk of your budget on the reel. The rod can be easily upgraded later, but a cheap baitcaster can be a real challenge to use when you're starting out. My feeling is that $100-$130 is really as low as you should go. Most of the big brands have reels at similar price points and with similar features.
Gear ratio is another consideration. If you're going for an all-round reel for multi species then something in the middle is likely best.
We also kicked this around a little while ago:

Put your money into a $150 reel, preferably with a mid-range ratio (6.3:1 etc). You can find a few good offerings from Shimano, Daiwa, Lews and Abu Garcia out there. Or you can find a nicer reel used for around that price as well, just make sure it was well cared for.
