Yes- mergansers do count towards for limit. That is why people tend to leave them alone.
Okay thank you I do find it weird though if you look at the new bruswick regs it is clearly stated but it is not in the ontario

I have eaten Common Mergs but only ground up with leg meat of other ducks to make Italian Duck sausage. It's a pretty good way to use them.
Eating a Merganser is like eating a Cormorant. It goes down good,but,comes right back up,again. I once lost a bet,so,I know from JD/Budweiser boilermaker experience.
