Depends how long they might have been there, if they look like they have been sitting awhile and could be considered abandoned I might take a seat. But they look as if they are pretty new at that site considering the apple pile, in which case I would not take a seat.
Public land, do what ever you want.
X 2 as Gilroy said. If there is still bait it's either being used and freshened or not deer eating the bait. Either way unless it's the only place around to hunt I would move on and let the other hunter have their spot
Surprisingly I agree with Gilroy. If it looks like it is being used. I would probably leave it alone. Yes it's public land and yes you can take it, but in my book it's wrong.
As far as I'm concerned finders is not keepers if it's not yours no matter where it is .Let whomever / whatever is in charge know & they take it from there if you feel it's wrong or shouldn't be there . Luck

The land may be public but the gear is private property. Just like tree stands on public land, if you don't own it it's not yours to use.
Just move on and find my own spot out of respect for the early bird that got the worm.
Leave it and move to a different area. Public land or not, I would not interfere with someone else's hunt ... who knows, they may have just gone for some lunch or have forgotten something in the truck and will return shortly.
