I have a bowtech flatliner and recently was chatting with the guy at the shop. Now I've heard that rage mechanical broads have had some cases of blowing up on impact, I was told that this problem is solved by increasing the draw weight to 50lbs.
Does any one have any experience with this ??
Also any experience adjusting the draw weight on the same bow ?

"Blowing up on impact" is not the problem, poor penetration is. My suggestion would be to look at a good fixed blade broadhead at that sort of draw weight.
Then there becomes the problem of paper tuning and living in suburbia dosnt provide me much options to do that

Well, not being able to practice isn't a good start. And it really shouldn't factor in on your broadhead choice. Poor penetration and a wounded animal is worse yet. Where abouts are you? Tuning your bow should/could only take 1 trip to a range. Depends on many variables. Best bet is to find a local shop or range that can help you out. You must have an area where you can practice?
Closest place for me is the wolfs den outside of barrie but that's a 20 to 30 min drive.

It needs to be you behind the bow when tuning. The results will depend on your form, your grip, your execution.
Paper tuning won't necessarily equal good broadhead flight. Choose a good broadhead and shoot them. See how they fly out of your setup. Adjustment may not be necessary.
Adjusting draw weight is as easy as turning BOTH limb bolts in by EQUAL amount. Clockwise. Count the number of turns you put in.
Rage makes low KE expandables for lower # bows, you could try those.
