Help with Uni-troll 5

Hey guys so somehow the line came loose on my downrigger and got tangled up in-between the spool and the housing on the side with the line counter gears. So I took it all apart to get the spool out and untangle the line. After putting everything back together 10+ times I still can't get the spool to hold tension. The brake seems to be holding but the spool seems to be spinning on the shaft. I have checked and rechecked the set screw in the one hole. But the 2nd hole doesn't seem to have one and I can't remember if I had to loosen two or just the one. If it's not that I'm completely lost.

Do you have the set screw lined up with the hole in the shaft itself? My electrics will spin the spool if the screw is not seated in the hole.
