New Waterfowler at Hullett Marsh

I'm new to waterfowl and getting a late start on the season. I'm thinking of giving Hullett Marsh a shot, mainly because I don't really know where else to try for this year. I've been to hullett to scout around a couple of time over the last month but I'm not sure of a couple of things. First, the Hullett guide says that stakes 1-9,11,22,27,32,33,42,46,48-50 can be walked in with waders, but I've read some contradictory reports. Can I walk in to some of these stakes with waders? Can I retrieve downed birds with waders if I don't have a dog?
My next question is regarding blinds. What do most use? Some of the stakes seem to be a decent walk from the parking lot. Do you guys that hunt hullett (or other similar areas for that matter) drag out waterfowl blinds like the ones sold at cabela's or do you make due with existing coverage? Any info on this is helpful.
