The ATT changes in C-71 affect only transport to/from gunsmith, gun show, gun shop, and border point.
It's utterly senseless, as it was designed not to affect 99% of transportation (to/from range) ... so why?

Bill C-42 changed all that, your ATT is now incorporated in your PAL, if you have one for Restricted Firearms.
I should add that to get an ATT endorsement on your PAL, you have to be a member , active and in good standing of a handgun club, follow the clubs rules, the club then applies on your behalf for the ATT part of yoUr PAL.
I just looked up the actual legislation, not CBC or Gunblog, I see that the amendment did not reverse the gun range part, as long as you are in the same province. I was under the impression that this would be reversing as well, so did the people dealing with the old ATT system at our club, I have not been able to get out since it "passed", even though I do not think it has been put in place yet, not sure of timing.
You do have to own a restricted gun though, an ATT does not end up on your RPAL automatically. It may seem weird but you can have an RPAL without having a restricted and you can borrow one for use at the range but you cannot bring it to and from the range, I asked about that specifically.

Not true. I work in the "business" and we transfer guns all the time. In Ontario the RCMP is satisfied if you just say the person plans to join club X. When they get their new PAL (for a first time restricted purchase) it will have the ATT endorsement on it whether they actually joined a club or not. I've had to update numerous PAL's in our system so I know. TC
