I am required to have yellow stickers for the truck and enclosed trailer, but it drives me nuts that I need to have a annual safety and yellow sticker on a little landscape trailer that if pulled by a car wouldn't require it and know which one is a safer towing combination.
I will continue to run the risk of getting pulled over when using the landscape trailer. I only use it 3 or 4 times a year for short trips.
If the government really wanted to make the roads a safer place for motorists, they would make it mandatory for annual safety checks on all cars before renewing license stickers. A few months ago I drove my wife's car for the first time in a couple of years, the next day I took to have the brakes checked, the front pads were down to the rivets, I have no idea how she did not cause an accident. And I know she isn't the only one out there who neglects basic maintenance of cars.
