You can't physically tag it "immediately", because the tag isn't near the kill site. You must tag as soon as it arrives. There is absolutely no mention in the Act of gutting prior to tagging.

I totally agree. As long as the animal is not moved from the kill site, and the tag holder is immediately attending, then you can gut the deer or take pics or whatever while waiting for the tag holder. Maybe a CO may charge, but a JP would never convict.

Immediately means the tag holder cannot go get a coffee, cannot continue to hunt, etc. If he has to walk 2 miles to get to the kill site, so be it, it's gonna take awhile but as long as he is on his way and goes directly to the kill site, that covers "immediately".
