I heard this before but apparently they must have been a business as they will not do it for individuals. I am not sure if this is a new rule or not.

I don't know what the case is but according to the CFOs office of Ontario a week ago there are no private ranges certified by the CFO in Ontario, he could have this setup as a business though. That is what I was told, I asked about it because I have access to land I could setup as a range.
There could have been a range setup with the municipality, this is different, they may have asked the CFO to check it out and give the safety stamp or approval.
I hate to be the Devil's advocate here but many of you on here belong to one or several or in some cases Many firearms rights organization's that I assume you pay good money to belong to.
Why are these types of questions not posed to them and a answer provided by a lawyer dealing in firearms legislation?

Just to clarify things a bit, in Ontario you may still use handguns to hunt, hunting is regulated by the provincial government. It is the second part of your premise that takes handguns off the table for hunting. Under the federal government’s Firearm Act, you have the reclassification of handguns from being non-restricted to being restricted, which limits their use to approved shooting ranges. There are a few handgun, however, that fall outside the authority of the Firearm Act, and there is nothing apparently that prevents them from being used for hunting. . .
To my mind it makes no sense to prevent handguns from being used in hunting, if the government is at a total loss to prevent their illegal use by street gangs and organized criminals.
It makes about as much sense as having a screen hatch cover installed on a submarine. It is not the law abiding citizenry that the problem. .

I know of several people that have CFO approved private restricted ranges on their property. My former employer had one on his property up until about two years ago.
The last permit to carry for hunting that I saw was one that a customer showed me was from 1971. He was never able to get it renewed after that.
From what I remember, Justin Silly Pants' father, Pierre used the FLQ crisis "October Crisis" of 1970 and initiating the War Measures Act to start making a lot of changes regarding firearms. I'm not saying that this action wasn't completely unwarranted, but the use of it to change the privileges of firearms ownership and use of them by the rest of Canada's innocent users was like Justin's use of Covid as The Great Reset.

Since raise the issue there are a few rumors going about as to what the government said about Cougars in Ontario. I can’t remember if it was the deer or the fisher cat populations that were getting a bit out of hand, and it was thought that Cougars were reintroduce to Ontario as a measure to control population numbers. The government denied this was ever done.
Another factor that crops up is, that Ontario was a range for the Eastern Cougar, a specie that was placed on the endangered list, so it maybe the government implied their was no Cougars, to afford there was not a wholesale stampede to hunt Cougars which might have resulted in the extinction of the Eastern Cougar’s. gene pool. If there are Cougars in Ontario it has been suggested they have been reintroduced by those who have had Cougars as pets and they were released or escaped into the wild. Ontario now has the makings of a wild boar problem because of such caring owners, attempting to farm them, and they have escape. It would appear that there is some good evidence that there are a few Cougars scattered about here in Ontario, but government sources don’t believe they belong to the same gene pool as the Eastern Cougar which I think may still remain on the endangered species list. Something to think about if you come across a Cougar and decide to shoot it. If you do so, you might want to consider SSS treatment as opposed to publicizing it. Apparently they have a DNA read on the Eastern Cougar gene pool..
