Quitting their jobs should have made them ineligible. To get CERB, they had to do weekly reports, and it would be a total breakdown of the system if the government ignored a situation where someone intentionally quit to get CERB ... CERB is there for people who lost their jobs or were placed on temporary suspension due to the circumstances ...
So unless those kids lied or didn't declare they intentionally quit ... they should claw back that money.
They likely will be clawing back the money on many but looking at the criteria and how many.

There are alot that would fit that, over 15, they couldn't work (seasonal or temp work say at parks, camping grounds, restaurants...), made more than $5000 in 2019 etc.

That number isn't good and seems poorly run as usual but atleast it went to people instead of say ... a "charity" that had paid the Trudeau family over $400,000.
