The difference between the flu shot and a covid vaccine is that one has been approved through extensive trials and the other was given emergency authorization. From what I have researched it appears that the approval in Canada by the Minister of Health was given through an OIC, but I could be wrong, it wasn't really clear to me.
In the US the vaccines have been given emergency use authorization (EUA) but have not been approved. At some point the EUA is going to run out or be unjustifiable and the vaccines will need FDA approval which I think will be tough to get under their current standards.
