Like others have said, ditch the decoys. Sometimes they work like a charm but if I notice they are not committing to get in range put them away. Let the Tom come look for who’s calling him. If you hunt with another person get them to call behind you 30 or 40 yards. This way when the Toms comes looking they will be closer to you if they stop. Good luck
Another thing I've had good luck with hung up birds is making my calls sound like the hen is moving away. It's pretty easy to do with a mouth call if you use one just look the other way and use your hand to throw the noise further from you.

Try placing a hen decoy a couple of feet in the bush with the second hen behind it and the jake afew feet behind the two hens giving the appearance the jake is going to have some success with the hens.It may be worth a try.I do agree with the guys that the way to go may be without decoys.Your strutter may work for you in another week or 10 days.
