Not really ... that is just dreaming stuff up. When you sign in at a restaurant, you are required to show identification ... and only sit at a table with members of the same household.
So, if these rules were followed (and even enforced) ... why do you need to shut down the restaurants.
Even when the rules were broken, what data do you have that suggests restaurants were major outbreak mechanisms ... I'm going to guess, it's just guesswork.
Here's what I think ... there is a principle being followed by government, that if you stop mobility (all forms of it), you stop COVID.
What the proponents of this strategy fail to see is that is likely cutting out all of a body's internal organs, because there is cancer in one location (let's pick a lung). In other words, it is far too aggressive, and ends up destroying the body ... just like this stupid strategy has destroyed our economy and many, many small businesses that will not re-open, because the money is BURNED.
Here's what else I think ... I think government is being lazy. It's easy to just shut down everything ... you don't have to do anything other than create a blanket law .... very easy to enforce too. But again, that comes at a HUGE cost to the economy. A smart, hard working government will determine the mechanisms of transmission (where/how) and then come up with solutions (design changes, policy changes) to stop those transmissions on a case by case basis ... NOT shut down every business from the northern boarders of Ontario to the south, east and west ... it's absurd, and it's LAZY.
