The criminals are locked up on a daily basis by Police services across Canada. If after the criminals are released by the Court's then the law allowing the release has to be changed. We saw the Harper government take a run at 4 year mandatory sentences only to have that shot down by the Supreme Court. Now that is not to say a new or aspiring Prime Minister of Canada cannot make a change in the law a key part of their election platform, if the problem is as bad as you suggest it should be a winning position with the Canadian public.
But IMHO on a list of priorities much more comes ahead before this matter, inflation, especially cost of groceries and gas, climate change, house prices.
