From my personal experiences, it's not a skin condition that triggers the licking, it a compulsive habit...like kids sucking their thumbs or twirling their hair.
Like what's happening with my Pyrenees...he's compulsivley licking the other dog...does the other dog have an allergy ? does he lick him there because he can't reach it ? :)
We've been to vets over the years and nothing defintive was ever found. Finally one recommened the 'anti-lick' spray and it worked to break the habit. Makes sence.
