Well you're a helpful soul Brent. Black powder guns, aren't defined as firearms under ATF guidelines so what relevance does that have to the question of the op? Someone would be an idiot to ask for answers to questions like this on a forum board.
I suspect your answer can be found here.

HA
You do not require a hunting licence anymore. Just the 6N.
So they changed that too ? I know now we don't need a Form 6 or a hunting licence when just passing through the states and back into Ontatio. Seems they are changing things for us Aliens !!! Lol. Now all they need to do is loosen the ITAR regulation..
Edit: Are you sure about that change Brent ? I just checked. It would appear a hunting licence is still required with the Form 6
Bringing a firearm or ammunition to the U.S. for hunting/sport purposes
What is required to bring a firearm to the U.S. for hunting purposes?
Effective February 19, 2002, ATF requires nonimmigrant visitors entering the U.S. with firearms or ammunition to obtain a federal permit through ATF in advance of their arrival. U.S. law also forbids certain nonimmigrant visitors, workers and students from buying guns and ammunition in the U.S. Diplomats, foreign law enforcement officials and visiting dignitaries designated by the U.S. Department of State are not exempt from this requirement when bringing a gun for hunting purposes.
You will need to obtain and complete ATF Form 6NIA (5330.3D Application/Permit for Temporary Importation of Firearms and Ammunition by Nonimmigrant Aliens) to apply for the ATF permit. You will also be required to obtain a license from any state in the U.S. where you intend to hunt. Please note that you may fax the ATF Form 6 NIA-5330.3D application to (304) 616-4554 for expedited processing.
You may contact ATF's Firearms and Explosives Import office by email at [email protected] if you have additional questions. For more information about nonimmigrant visitors who wish to import firearms, please see ATF's Frequently Asked Questions.

Where is the border between Ontario and Pa? We used to have this problem when we crossed with handguns, New York State didn't want us, but Pa was fine....
Were you hunting in the States, or just driving through and back into Canada ? If you were just passing through the States, then no, a hunting licence is not required. If you are taking a gun into the States to hunt, the info from ATF I posted, says we still need a US hunting licence from any State, along with your Form 6. These are two different scenarios .
