check kijiji under livestock... spring is almost here and people should be hatching quail eggs... as sharon said, courntix quail do not need a license to be raised... i had bought a few last year and was gonna raise them, but a weasel had a better idea of what to do with them lol
Conturix or Tennesse Reds can be raised but bobwhites can not be released in ON except for game farms .
Try calling to report a crime.... I did, poached geese dumped on my farm out of season. I knew it wasn't their jurisdiction entirely but the helpful woman on the line said it was the best place to call. Somehow between their end and Environment Canada I got a phone call from Ottawa 5 weeks later.

If you walk into our omnr office, you will come to a locked door with a phone. After trying all the numbers on the list, 7 out of 10 you will get no one. If after trying every number you have an option of dialing 0 for the operator. She might be there at her desk. She will see if anyone is in the office, then send that person to the locked door.

I've been to auctions people are bidding up to $8 per courtnix quail. They aren't the best bird to train with I will need the bird to fly. Only things on kijiji are courtnix and over priced.
All I need is a permit. Then I can go buy some ten reds and all will be good. Lol
Get in touch with your MPP and explain it to them that you have made numerous attempts to contact the MNR. They might, and I say might, rattle some chains on your behalf?
