I have a 14 ft Princecraft ProV with a Honda 25. Motor is great for 2 adults and gear. On water such as the Spanish or French rivers this boat is wonderful. Out on Lake Erie or Ontario- not so great.

Since you're restricting yourself to 9.9HP I'm not trying to sway you ; just to give you an idea what to expect . --- My POLARKRAFT V1470 is 14' L , 70" W , 28" D and weighs 260lbs. (dry) . It's rated for 25HP , 885lbs. (4 passengers) . My gross-weight (with 15HP motor , tank , anchor , paddles , fishing-gear and myself (~ 200 lbs. +) is ~ 700lbs. --- GPS indicated TOP-SPEED 37kms/hr. --- With a 9.9HP motor it would probably drop to ~ 25kms/hr. --- Enough to outrun an upcoming STORM ??? --- Think about it .
You would have to decide between comfort and performance. A 9.9 would push the wide 14 footer but you would have problems getting on plane especially if you had another person in the boat, but for general fishing in the restricted lakes it would be fine. May also be an issue in rough weather. You can always get a larger second motor for the unrestricted lakes.
The 9.9 would perform better on a smaller lighter boat but you are sacrificing comfort.

In short, it all depends on hull design and the experience of the crew. Some people can load a boat so it will plane with a large electric motor, others need 25hp on the same hull. I've spent many hours out from Whitby in my 12' tinny being pushed by the old 2hp Evenrude. Start trolling as soon as I passed the break wall and relax until I got hungry, then spend two hours heading back downwind to get to port. Have also been out in the same sized waves in a 16' I/O and been bounced all over because I was in a hurry.
Big water is most often a problem when you combine it with big horsepower and impatience or an overloaded/poorly balanced boat.
I have a Princecraft 14' Pro V with a Honda 25 four stroke. When the boys were young there was lots of room and power. Now with three men on board with the gear, I am glad we have the Honda motor.
my fater and I ran a 9.9 on a old 75 14' crestliner aluminum it was an evinrude 2 stroke couldn't kill it ran perfect we didn't use a lot of gas and motor still kickin you will be fine. just get out and enjoy
I have a wide deep 14 and use a 20hp. My suggestion is to down size to a shallow boat. It will keep the weight down and give you more get up and go.

Ya I'm thinking about a 14ft (not deep and wide) with a 15
I have a 9.9 on my Lund deep V (Deep and Wide) with me, another passanger, gear, it gets us realiably to and from the shore, trolls down nicely, and is pretty easy on fuel/oil.
But you aren't winning any races, I think a 15 would be a nice option even up to a 20 if the boat is rated for it but I wouldn't bad mouth the 9.9 on it either.
