Yeah... in very rare cases does the right-of-way start at the edge of pavement - otherwise where would they run services so that they can be easily dug up without tearing up the pavement. Find out where the right-of-way ends on your yard and don't invest too much in that space (ie. landscaping).
It was October 14th last year when they came and destroyed a section of my lawn. When I got home last night, the damaged area had been dug out, fresh soil and sod installed. Not happy that they dragged my hose out and broke my sprinkler to water the area, but at least it is done, only 9 months!
If you've determined that the disturbed areas are indeed part of your property, a call to your local elected city councilor may help to speed up the process of repairing the mess created.
