We go back and forth between parties trying to determine what is going on. During an investigation upon a dispatched call it is normal to get both names in the end for a narrative report to be filed. He saw the compaintant first, as is customary and LOGICAL.
Apparently you assume he won't get the name of the complaintant even though she had to give it to dispatch, provide a call back number to dispatch(so as to be called back if an officer is tied up and will be late, needs more info, etc)
If you obstruct that investigation by failure to cooperate, whether you are plaid, black, white, yellow, red or alein gray, you will be dealt with according to your behavior during the initial investigation until the cop has a clear picture of what is actually happening and who is the agressor/law breaker.
Likely since no crime was committed(or seemed that way upon a brief initial interview of a few seconds) if that held true with the second interview he would advise both to chillax, file no report and all would be on their way.
Joe in the time frame of Afghanistan and Iraq wars almost as many people were killed in Chicago as in the war theater. I am not bang on the stats but something like 4200 in the middle east and 3700 in Chicago over the same time frame.
most of them were black on black murders. Rogue cops are an issue and must be addressed absolutely but why is Obama and the community not attacking this murder issue with the same zeal as cops shooting blacks? 3700 murders is a lot of murders.
The most difficult calls to go on was the "unknown disturbance" where the caller had already hung up. Many times we'd be sent to some god-forsaken location 15 miles into the boonies at the end of a 1/4 mile driveway up to some farmhouse that's in pitch darkness without anyone around. Those calls gave us the shivvers. Our dispatchers were first rate in providing intel from callers back in the days where we had local dispatchers who knew who the "players" were instead of integrated super dispatch centers like are in use today,most of whom don't know "jack". The Baton Rouge shooter deliberately travelled from one city to another,flew completely under the radar,was unaffiliated with any terrorist group and was a complete unknown until after the fact. Every copper in America will be paranoid as all get out for a long time to come after the smoke clears from this one and who can blame them.
Why did the cops grab her - because she wouldn't give them her ID - she has the right not give her ID because she has not been accused of committing a crime - the cops broke the law - not her - she should file a complaint and then sue - this is a prime example why there is a trend in this country to not like cops - we need cops that know and follow the law - that respect the rights of each citizen -
One other thing - you aren't obligated to cooperate with the police - look what happens in Washington - a senate committee is investigating the IRS - the IRS person takes the 5th - another committee is investigating the E-mail scandal and what happens - Clinton's aids take the 5th - that is hardly aiding an investigation -
Most of those murdered in Chicago are gang bangers shooting each other - as far as I'm concerned they came keep doing it - I won't lose any sleep over it - unfortunately some innocent bystander gets nailed once in awhile -
Cops shooting back guys isn't really the main issue - at least as far as I can see it - the main issue is the mistreatment of citizens by the police - for years the cops pretty much got their way and did what they wanted - right or wrong - and the result is that there is an attitude in the police departments that they can do what they want and the hell with individual rights - with people filming them now it is becoming public knowledge that is happening and the cops are having a hard time adjusting - this so-called war on cops thing is a direct result of this behavor
So you believe you can be implicated in a crime(as in this parking lot call) and obstruct justice, become disorderly upon a legal, lawful order by an investigating officer and that is acceptable?
The beligerant person wasn't simply an idle witness that wished to not participate, but an alleged participant just as the other one was, once the beligerant one stated so.
I have actually run into similar situations, finally got a SSN from the suspect(that came back and it didn't fit the suspect), called a nearby city PD cop that worked gangs there and he drove over and confirmed he knew the guy wasn't related to whom the suspect stated he was related to. So still no real name or ID.
After a trip downtown and some more thorough checking the guy was wanted for a serious gang shooting in the State Capital.
It's one thing to be a non participant in a crime and then decline to cooperate or give a name/get involved but it's another to be a suspect in a possible crime, obstruct an investigation into a possible crime, refuse a lawful order by a policeman and become disorderly and resist.
Sky' - let me make a few points - first off their was no crime committed - the cop even stated this - second - the black lady did not have to give the cop her id - she has the right not to - when the cop broke the law by assaulting her because she wouldn't give her id at that point the cop was no longer a police officer doing his duty - because it was an unlawful order - when this happens a person can legally resist a cop - in fact if a cop oversteps his legal responsibilities and causes a citizen to truly fear for his life that citizen can legally defend himself - to a point of shooting the cop - http://theantimedia.org/state-makes-...e-your-rights/

If I'm walking down the sidewalk and a cop stops me and asks me for id I would tell him no I ain't giving it to him - if he asks me where I am going I'd tell him it is none of his business - I still live in a free country and not in Nazi Germany where you had to show the jackboots your "papers"
