I remember this happening several years ago and it does create a logistical problem. Our camp hunts the 1 week moose season and both weeks of the deer season. I can't see many of our members being in a position to be away hunting 3 weeks in a row.
Given that both deer and moose season opening dates vary depending on resident vs non-resident status (and with a nod to Thanksgiving weekend), perhaps the Ministry is more interested in protecting the revenue rather than the bulls. Not that there's anything wrong with that. Iowa manages their deer seasons similar to Ontario (residents first, visitors second), whereas Michigan takes everyone's money simultaneously and sells tags until they're gone (although only residents can procure crop damage tags). One difference in Michigan: your license is your tag, so the state doesn't double-dip (although Michigan regulations do not permit tagging a deer you didn't shoot, which greatly discourages party hunting).
