I wouldn't trust it, get yourself some decent straps
If you built it yourself, you could easily re-enforce it, I thought about building one the metal would cost about 50 bucks and well I can't weld but my best friend can. I just have not decided it. I can strap down the ATV in 5 minutes anyways.
I don't lose my straps very often, I keep each one in small plastic bags when I am not using them and they are all kept in a large bag in the back of the truck.

I don't think there's much you can do to keep a quad in the truck in a serious collision, I'd say that thing would keep it from falling out just as well as any Chinese made ratchet strap hooked into a tie down bolted into a tinfoil truck box. At least a trailer hitch is bolted into the frame. I don't think I'd be towing a trailer on the back of it though it looks a bit jenky for that.
i have to have my tailgate like that for my atv to fit in my bed, havent had any issues with my tailgate at all, if youre talking about the possible hit from the arm and tailgate youre suppose to leave at least an inch gap in between and it comes with something caled the slackonator which allows a little slack when under more weight
