In this day and age where every victim statement should be videotaped a good investigator should caution every alleged victim about public mischief and this charge should be laid where an allegation is found to be false. I know its a he said she said, but in a lot of cases it can be proven that the offence could not have taken place as stated.

It'd probably go something like this.
Me: yes officer, I want to report that a woman jumped out of her car and grabbed my dog out of my front yard and drove away.
Officer Gilroy: I'll get right on the case.

I support making it as easy as possible of a process for true victims.
I also support charging false victims with the penalty associated with the accusation, if they are found to be lying.
I think the way to go about doing that is to assume a victim is a true victim, until proven otherwise.
The law (an amendment thereof) would take care of the situation where a false victim is without a doubt found to be fabricating the truth,
and it should be pursued.

It is hard to give a general response to fit all situations - but if you work for a large company and some employee is out of line you go to higher ups - if they don't do something about it you bring a law suit - if it's the owner of a small business you quit or get enough evidence and sue the owner - the trouble is these women come out of the wood work years alter and you wonder what kept them so quiet for so long - can you believe them - what stops some babe from claiming the Canadaman30 grabbed her my the boobs 10 years ago -
When the MeToo movement exploded and dominated the news before the current mess, our man Turdeau was on TV saying that “we have to believe the victims foremost”….(except his victims of course)….but what struck me was the notion that the presumption of innocence seemed to be thrown out the window. The cornerstone of Western judicial process vanished like a fart in the wind.
Yeh the prevailing thought is that the system does not want to deter or discourage any person coming forward. Which is fine for the "system" every body is happy except the poor sod who gets charged and has very little recourse, I guess if you have deep enough pockets you can sue the false accuser, but it sure makes that process easier if they just got convicted of public mischief.
