I agree that it's legal on two possible grounds. The first is the trip occurs after September 22 and without knowing the layout of the place may fall under the Ontario government mandatory vaccine requirements.

The outfitter did not break his contract. The new conditions are required by government regulation and the fact the contract was signed before the law changes is not grounds to break the law.
The second reason is the fly-in portion. Proof of immunization is required on commercial flights and it's unlikely an operator would want to risk his license arguing that didn't include charter flights.
The charter flight issue is one sports teams are currently wrestling with.

I agree with Sam, tired of reading here daily about all the anti vaxxers on this site. I know other fly in companies out of Nakina that also require double shots before jumping onto one of their planes.
With regards to the op’s original question, +1 for badenoch’s response. proof of vaccination has been required to board a commercial flight or train in Canada since august 13. Seems pretty black and white.
Find a drive in lodge that will accommodate you or inform him that he needs to make up his mind.

I flew Air Canada to Thunder Bay and back after Aug 13 and I did not get asked nor did I see anyone getting asked for proof of vaccination.
I don't even recall them shooting me in the forehead for my temp on either flight.

I plan on still going … just had to let two of the six guys know , the new rules , that they can’t fly-in this year …..The outfitter has been really good with us and the Moose are still in good numbers , just the MNR has pushed the season really back ,,, basically putting us passed the Rut !!
Don’t worry about the rut ! Call them, they will still come. Maybe not as aggressively as during the peak, but they will still come to call. I called in a big bull last year with no problems…the smaller bulls will slink around, so keep an eye open for them. They tend to come in silently…..
