I am not sure if it is a case by case situation or influxes in applications being sent in? My personal experience was very good. I completed the course the weekend of March 1st last year and got PAL a day or two before the spring opener. Sending in my app before I even had my marks back and using a very quick mailing method definitely helped in expediting the process. My references were never called as well.
