I don't think you'll find any law around crating. It would come down to what recognized authorities defined as inhumane -- and ten minutes ain't it.
Not sure where you're getting that info. The OSPCA remains a registered charity.

Bet you had a visit from Tex Ridder, our local infamous Humane Society enforcer.....
I'm sure you know they do not have powers of inspection meaning they can only respond once a complaint is made. As we all know the infamous complainers hide behind a veil of anonymity and can have at it at our expense.
My Detective Sargent fellow dog trainer tells me the only way to respond is not to take it out on the SPCA but to call the police and file charges of public mischief and harassment. They will question your SPCA who must divulge his source.....then deal with the source.
Good luck, keep us posted.....forget the 10 minute thing as their shelter on Avanlough Road would be in contravention of that many times over.

I just got off the phone with the local SPCA (Tex Ridder as Kraka hit on immediately). He was actually quite nice to talk to, and said he had absolutely no concerns for Misty or Dave's well being.
The comment he made to my wife around crate training, and only crating the puppy for 10 minutes at a time was made as a suggestion only, and not the law. He then went on to say, even himself - that he would crate his puppies for up to 8 hours at a time while he was working - in a crate large enough that he could divide it in half and use the other half as an area for defecation.
I'm always leery of law enforcement after having my guns confiscated a few years ago for being unlocked, in the back seat, and unloaded, a few years ago by an OPP officer who didn't know the law. I trust what he said however, and he seemed friendly at the time.
Be careful Sharon, some of these OSPCA inspectors are not too bright. My sister once made a complaint about a dog that was left out without water and shelter and they ended up at her door accusing her of neglect and not providing shelter for her dogs. They were a little confused when the dogs that had been in the fenced back yard appeared at the front door. She showed them the dog house with a dog door into the house which the gave her dogs free run of house at all times. Not sure if they ever did follow up on her complaint. I have heard nothing from them since my incident with my old girl. Complaint was I was neglecting her as she has an inoperable tumour. She was 13 and the vet said that she would not survive the surgery. OSPCA said they were going to confiscate her. I sent them the $1300.00 vet bill and asked them to guarantee in writing that she would survive the surgery and if she didn't they would compensate for me for her loss. She had 7 titles and I figured each title was worth $2000.00. I also stated they could talk to me through my lawyer and the next time one of them set foot on my property they better have the OPP with them. Have not heard a word since.
This is the same group that takes money from people surrendering their dogs and then dumps same dogs on a no kill shelter giving him nothing in support. They get nothing from me in donations but just gave the no kill a sizable on from our kennel club.
If you read my post carefully I took every other avenue including talking to the dog owner.
The Doberman was willingly given up to the Doberman Rescue Organization and is in a great home .
The construction site dog was willingly given up - owner said he didn't want the dog anyway.
I have no regrets.
And you shouldn't. That's what they're really there for. It's just too bad there's so much red tape preventing them from actually doing their job in many cases.
Remember last year in Hamilton? There was a junk yard dog that was left out (really cold winter) and when the SPCA wouldn't act the people in the area took (stole) the dog themselves.
