In my experience it's harder to get to live people in MNR in the last couple years, it has to be the cuts.
In my office, it's not CO issuing the permits.
I faxed my application month(!!!) ago and I called the office and left a message that I haven't heard from them.
Couple days later pleasant young lady called me and said it's now her issuing the permits and she located my forms and she will be issuing all the permits at once in a few days. So I do hope to get it soon.
WRT birds - again, go to Wayne Gerber, he has good flying birds and it's not that far from you.
Just buy and use pigeons, open season all year in Ont, no permit needed and they fly well unlike conturix quail. Conturix quail are one of the worst birds you can use for pointer dog training, they don't fly well, they don't even run away from a dog. If your dog caches one its going to set back your training.

bird release permitI(Leon) received a letter from MNR - they're simplifying bird release process.
As of Jan 2014 you can release up to 10 pheasants or chukars on your private property w/o permit.
10 is a season limit. All other rules and regs apply.
You can keep pheasants in captivity up to 10 days w/o a license.
That's the gist of it. May be it belongs in Upland section :) mostly dog people do it, I think

This is the list of game birds that MNR issues these permits for –
Bobwhite, Northern
Grouse, Ruffed
Grouse, Sharp-tailed
Grouse, Spruce
Partridge, Gray (Hungarian)
Pheasant, Ring-necked
Ptarmigan, Rock
Ptarmigan, Willow
We also issue the same authorization for varying hare and cottontail.
Please ensure that you check your Hunting Regulations for the closed seasons for all of the above.

I sent my permits in I am calling to see where they are and what's going on. It's been 4 weeks. I don't plan on using courtnix quail and I do use pigeons and chukar. I want the quail to use for practice runs while training on my own using same birds that will be used at event. I did call Wayne he wants a permit for birds.
I'll second what Bushmoose says: call your local MPP. There is absolutely no excuse for any government office not responding in a responsible manner or time frame to an enquiry from the public.
My guess is the delay is only because they are looking for some way to attach a revenue tool or other tax to the permit.

Sounds like trying to see our family doctor. Stopped in last Tuesday and asked to make an appointment. His secretary told me to phone in next Tuesday and I could get an appointment in 7-10 days. When I asked about making it in person NOW instead of waiting she told me that she could do that, but the appointment would not be until May......???
I believe the manager of the clinic must have been a government employee in a past life....
Try Peterborough MNR office. I have never called related to your query, but the first person who picked up was always helpful in putting me through to someone present and knowledgeable.
