SPCA have already separated out the few they believe can be rehomed in another province. No other recourse but to put down the other 21.
Not to sensationalize...but 'What if' ....is why it's done...to hope you can prevent this;

Mike, that was in Chatham-Kent, not Toronto. Another idiot was just arrested and more dogs seized in relation to the original investigation. It's still an active investigation. The OSPCA here had the dogs evaluated by the American branch, and their recommendations were to euthanize them. They can't do that without a court order as they still belong to the accused. They are seeking an order now. Personally, I would never trust one of these dogs !
