I thought so too but I guess there are ways around. Being a resident and landowner myself, it was easier. What they did was gave me a map of an area and I wrote the roll numbers down then crossreferenced it with the townships list of property owners. They wouldn't photocopy it nor allow me to take a picture. Had to write it out by hand. Still that was nice.
Afterwards I visited all the owners and told them who I was and where I lived. Offered them help on the farm whenever they needed it and when I was available. Offered them help cleaning up dead wood and fallen trees. Now I've got all the permissions I need. Ill visit them from time to time just to say hello and sit and talk about whatever. Basically building friendships or partnerships if you like. So far its working out well.
