I'm certain that the whole "shotgun-only" restriction came about so that people could;d hunt relatively population-dense areas with a repeating, modern firearm, but one which used slow, heavy bullets that would hit the ground fairly quickly. (And yes, slugs are bullets.)
Why not straight-sided rifle cartridges, provided they use a relatively heavy, slow bullet?
My only worry is that there will be a bunch of people who want to develop, and allow, a small-bore, high-velocity straight-sider with a nice flat trajectory. And I'm sure that would happen, thereby negating the whole purpose of a shotgun season.
