Well, I can only guess ... but yes, it implies more people than who are tested show up, are screened, lots rejected, and then only a subset tested. But I don't know where 9000 tests a day comes from ... I heard that is our theoretical capacity, but I also heard at one point they were only doing around 1400 a day because of certain constraints (limited supplies, etc). Was there an announcement confirming they are testing 9000 a day?
