No,but,it could be used as a plea bargain. If he had have dumped someone,it would be criminal. That wasn't the case. He was just being an a**hole. He'll get a big fine. It's important to note that a boaters proficiency card isn't a license. It can't be suspended like a driver's license.
Woodsman is correct, he can be prohibited from operating a vessel.... I think the charges are under the Criminal Code of Canada
