If every group of 2 to 5 hunters got a tag guaranteed and in some zones it was that way if you had the required group size they would be given out probably. Five times or more tags than they did give out which would have had a very bad effect on the Moose herd that said I think the old system was there to promote group hunting. Most of the complaints about the old system, I would bet came from hunters in the lower Ontario zones. The ones complaining probably made up a very small percentage of the overall hunters. They made more noise. In 2019 five hunters in a group got a bull tag in 15 areas. 2+ hunters got a bull tag in 1a,1c,1d,2,16a,18a,18b Two hunters in a group got a cow tag in 15 zones. Up toFive hunters got a cow tag in 25 zones.
