In pretty much every case where I've seen people claim that some guy who isn't part of the life makes the rules, they've been wrong. They can't. They can get a very rough estimate of the population based on hunter questionnaires, vehicle collisions, crop damage ect and thats about it.Quote:

Some people have great years, and then the next one they're worried that the deer are going extinct.
