Such an auction, no matter how you look at it, is a dangerous slope. We are already heading down too many of these slopes with outfitters (and some individuals) tying up private land with cash. Then there are the access restricted remote tourist areas seen up north.
Now let's not all forget some areas have/had guaranteed group sizes and then the Large group draw. One only needs to look at the 2013 lottery applications/quota in the current regs and do simple math to figure out how much a tag costs a group by WMU. Some GGS were 3 hunters x $56 = $168. Some were 11 hunters x $56 = $616.

Yes - but the fact that there are multiple identical items for sale complicates it. Unless you allow the winning bid to buy as many as he wants at that price and resell them. Otherwise after the first year's auction, no one will want to bid a lot more for the first tag than people bid the previous year for the last tag - and your auction proceeds will dwindle. To ensure there is competition for the tag,
If there are 10 tags, the auction doesn't start until there are 15 bidders, Online auction at a set date and time for a limited time.
All bidder's have to provide a credit card deposit for the reserve price, to keep people from just driving prices up on other guys with no intention of buying a premium priced tag.
The 5 unsuccessful bidders have their deposit returned to them.
