You are correct as I have mentioned previously. It's interesting they checked your forms. I have presented them in previous trips and they were not even sure what they were.
One has to wonder with them checking a form that they have no authorization over. I believe producing your PAL is legally all that is required......but we all know what Customs can be like!!!!!!!!!!!!

As Krakadawn is saying, no hunting licence is required. Fill out the form and fax it in. No ID is even required, just your PAL #.
They are emailing it back now.

Just a tip.
When border crossing be sure to present the form 6 to the 'Primary' or first Custom official. In our recent trip south one of the travellers didn't get a chance to say 'form 6' because customs got carried away with his chassis mount and sent him over. When they began to address what they believed were other issues they flipped a gasket when he told them he had a shotgun in the back seat. They told him he would have been hand cuffed etc..... They also took 40 lbs of open dog food, I think they were just being pissy with him for no reason I could see.
This was at the Sarnia/Port Huron crossing.
Have it in your hand and push it at them.
Also keep in mind if you are crossing into NY to go to PA, NY has some very strict gun laws and they seem a little more concerned than the agents in MI.
I just returned from Arizona hunt trip, u have to have a hunting license and the 6 form filed out, coming back to Canada u need to show the PAL, and declare the birds, takes 4 to 5 weeks for documents from Washington.
The ATF form can take a good 4-5 weeks depending on the time of year. I was checked for serial number matching the ATF form once coming back into Canada. This was when the Boston marathon bombings took place so I guess the borders were on high alert? Anyway a quick check by them and we were on our way. Normally the Canadian side would just ask for your PAL.
What you have to remember,not all boarder guards know the rules about guns. primary gave me a big time about no ATF. I argued for a while then told them to send me to secondary. Not one of the guards knew that b/ p was exempted. They had to call an off duty supervisor.
