Re: Background checks... you are right. Licence applicants not only go through rigorous background checks, but once a licence is issued, you are under constant scrutiny.

I believe you and Jaycee missed the point.
Once a PAL is issued there is no background check every time you walk in to buy something, with pages and pages of paperwork.
Their background check system is so bad at times it will drive you around the bend. You walk in and want to buy two handguns, a rifle and a shotgun. You fill out paperwork on each one, yes that is right four sets of duplicate paperwork or some times you can put all four on the same form. The store sends off the paperwork, and you can get ok'ed for both handguns and a rifle, but the shotgun gets turned down. Store Clerk checks to see what problem is and is told to resend paperwork. This time you get turned down for the handguns and the rifle but approved for the shotgun.
The horror stories sales staff have told me could make you cry..
At least Trump is addressing the problem down south, mental illness, not guns. If guns are the problem, then why is there no problem with alcohol when 29 people are killed every single day from drunk driving in the USA?

To cover both of your questions I will need to fill in some basic background.
First when it comes to sales of ammo, firearms and classes of firearms you can buy, there is a "MINIMUM" standard set by the Federal Government.
After each state has put in a system that meets that minimum Federal standard, they can decide to make state laws the require a higher or more restrictive limits. This is were you hear about were an 18 year old can buy Hand guns, Rifles, or shotguns in one state, but has to 19 or 20 in the next state to buy a rifle or shotgun and 21 to buy a handgun.
As for owning a gun or carrying one, once you are 18, not a felon and not under a doctors care for mental illness, you can have a gun with no training, no experience....you don't even have to know your butt from a hole in the ground. Purchasing and Owning are handled totally Different.
The Second Amendment mean you ALWAYS have the right to own( if your not a Felon), but you don't always have the right to buy.
As for paperwork for a background check it first meets the federal, and then any extra restriction placed on sales by a State. The background check gets filled out with pretty much the same info that our (R)PAL applications do, except there is no need to prove you have any training.
Can you buy more then one firearm per set of paperwork?
Federal Standard: YES
State Standard: Some States Yes.
Some States Yes if you are only buying Rifles and Shotguns Each Hand gun is a separate background check
Some State Yes unless it is your first purchase in your life, or the first time purchase of that class of firearm.
( Handgun, Rifle, Shotgun)
Some states NO F'ing way!
Now when you look at our (R)PAL system you have to admit we do have it good.
Just for a interesting note:
If I have a Residence( or some times just a hunting License) in a State, I can buy firearms in that State even though I am a Canadian. If I am buying Black Powder Rifles there is no Residence required. It's not the buying it's the EXPORTING them to Canada.
